How would the judges treat somebody from his world? I’d guess most of them caused little if any trouble, especially once he gains full control and the crime rate drops to zero, but that will hardly be any indication of future results.
Can the judges reassign people, or just issue Downsiders extra punishments? What if an Upsider does terrible things (by the judges’ definition)?

Upsiders can be kicked Downside if they cause enough trouble to seriously annoy a judge.

Incidentally, Tab did beat Chelsa without the peal. When the peal got there Chelsa had given up her immortality booster shots and was retired in a nice place with her bestest friends waiting to die.

What exactly happens if the world is put on a stasis? Does time itself stops or things get frozen? Could a visitor be unharmed and walk around a desolated but preserved place like Charn from the Narnia Chronicles? Could someone find a way to protect oneself from the Lord Ruler?

Yes, I'm wondering that too. None of the three types of available magic actually allow a world to be put in complete stasis. Since Preservation wanted to create people, I doubt they would all be killed, and I don't see how they can be kept from moving using the given powers (unless you use some sort of blood-bending like control of that metal in somebody's body?)

I think Lord Ruler was the one that explained: Using the pool of Preservation-metal makes you sort of a god, I assume that is where the stasis comes from.
