Draconic has a word (unspecified) for sapient quadrupedal flying scaly things, which I translate as "dragon", and also has the word "siad", which means exclusively Elcenian dragons (and not shrens). The language spoken by the dragon conclave Hallai went to has a word for "dragon" which Barashin dragons are happy to extend to include Elcenian dragons; the language is not magical, so you'd have to consult individual speakers on how they feel about shrens.

And I note that shrens still do not qualify under the broader term, and presumably 20-year-old shrens with flying forms (even if those flying forms are Barashin dragons)don't qualify either.

I suspect the Barashin dragon who was talking to her eggs would count shrens, but she's the only one I remember in enough detail to guess.

Also this Finnah doesn't seem to have reverted to dragonish form. I'm looking forward to that whole even not happening, or being lessened by Mial's family existing!
