Are there not already vast swathes of empty continent, the only problems being bad seasons? Or is even the equator mostly settled with only a bit of empty continent left?

There's not a lot of equatorial land, and the poles and moon are difficult for other reasons. Some equatorial land is left alone for approximately environmentalist reasons and is not valuable enough (due to lack of seasons) to overcome that.

Did Amentans invent moon colonies before seasteading? Living on a ship in the ocean is unpopular on Earth because it’s difficult and connected to ideas a lot of people don’t like about sovereignty, but surely those aren’t necessarily connected and every Amentan government would want to start an ocean colony at least as a pilot program. Does it just turn out to be harder than moon colonies somehow?

Seasteads on Amenta are thing, as is Dutch-style land fill. The moon arcologies are mostly pilot technologies for futures in which they can set up arcologies as home bases and terraform the planet around them.

Biyan (child-torturers who drowned in garbage; southern hemisphere)
Litholee (attempted to keep Matirin in awootwy)
Cayolee (offered Maurabel smol rainforest)
Tarolee (no characteristics)
Orvara (first to be rid of reds via purple rotation; has theologians)
Arva (this is on my list but I can't find it by search and remember nothing about it)
Rivik (hates reds EXTRA much)
Yvalta (no national distinguishers yet)
