Do people who end up in the Kingdoms Never Get To Go Home Again?
If so, does it pick people who will be in some loose sense okay with that?
If not, are they Obligated To Complete A Story Arc first?

It is possible to go home after you have been to the Kingdoms, but it's nontrivial to accomplish. I haven't decided exactly how it works but it is more like "find someone who can make you a way out, or become such a person" than "find the hidden portal". So you tend to have to do something resembling Complete A Story Arc before you can leave.

A story arc, but not the story arc, okay. Would "becoming such a person" possibly include coming back? Where do things balance out between “people who can come back are more likely to be long-term helpful rather than resentful” and “if there was routine travel, particularly of people who are grownups by now, we wouldn't be a fairy tale kingdom(s) any more”?

The strictures on who can show up are mostly meta in nature, so there aren't consistent rules like that so much as me deciding what makes sense for the box and listening to the setting if it opines at me.
In theory if you figure out a way to leave you might also figure out a way to return, and the Kingdoms won't complain about it even if it leads to tourism. But a lot of outworld visitors in a short span of time could unbalance the underlying fabric of reality, so it would be imprudent to open a tourism bureau. Also have I mentioned that a thousand years pass in the Kingdoms for every year on Earth? That's a thing. (I think I might have originally said a hundred but I like a thousand better.)
