And can you articulate how the monument would not be destroyed by putting in twice (or ten times, or something, if there is some inefficiency) as much epru as the monument creators put in beshenn?

Beshenn can make things conceptually impossible to destroy. Epru can destroy things, but not when it's conceptually impossible to do so. Epru can't permanently destroy a daeva or a Downsider, either.

But I expect then epru must be able to erase something that's not conceptually impossible to erase so completely it never existed in the first place?

I expect that if you apply enough epru to a given thing, you can erase it so completely it's like it never existed in the first place. I expect this because if it can be made conceptually impossible to destroy a thing, it seems like it can be made conceptually impossible for a thing to have ever come to be.

The previous magic transfer methods were all invented using whatever an individual person's best guess was about how magic transfer should work.

I'm going to rule that you would have difficulty using time travel to get rid of the taieli monument because its home universe gets snippy about that sort of thing in general.
They made sure to have the monument take up all of the ability-to-distribute-taieli so there wouldn't be any more of it loose to cause trouble.
