Yes, it is able to change powers while being touched, and yes, it would be able to do that. The likeliest result, if someone picked up Taliar's soul and didn't put it down for three days and had no special circumstances such that his soul was inclined to be friendly to them about it,* is that as soon as the powershift interval was up that person would be abruptly incinerated.
