Well, sort of?
If the Peal reveals its existence to no one but Lorica (and whoever she decides to share the info with) and then destroys the Endbringers, everyone is going to want an explanation, but they have no reason to know who to apply to for it. If, say, Aegis were to dramatically stand in front of an attacking Behemoth and wish him out of existence, the PRT could certainly go, "Lorica. Why does this person look like you and how can she destroy Endbringers." but I have a hard time imagining a Bell sacrificing lives for the sake of drama, so she wouldn't do that. If the Endbringers just failed to show up, the PRT would probably panic differently because they wouldn't rule out that this is all some kind of Simurgh Trick, but they wouldn't randomly start grilling Lorica.

I meant that the PRT (heck, the people) needs to know that the Endbringers are gone and it is hard to make it believable with only "Some people did that" and a half-explanation wouldn't work and keeping it secret isnt all that likely or advantageous.
What I meant with timing, is that Lorica could be pealed while an Endbringer attack is happening so it dissapearing is at least witnessed by many people and that is technically better than nothing even if the peal decided to provide zero explanation. But without dozens of witness to the Endbringer sudden dissapearing it is hard to sell the idea that it actually happened without an every extensive explanation.

1) Dragon is monitoring the Endbringers. Not perfectly, but Ziz at least she should notice if she suddenly disappeared.
2) Endbringer attacks would stop happening. This is part of what I meant by the PRT panicking differently--if the Endbringers just suddenly stopped doing anything then they might assume they were saving up energy or trying to build hope so they could smash it later or something.
I think what would happen if the Endbringers suddenly vanished is that Dragon would report that Ziz had disappeared and she was no longer getting any readings whatsoever about Behemoth or Leviathan either. The PRT would freak out because they have no idea what is happening. They would assume that the Endbringers would still attack, but now from completely unpredictable directions. The Endbringers would not attack. The Endbringers would continue not attacking. The Peal would deal with all the other S-Class threats. The PRT would observe continuing lack of Endbringer attacks, removal of other S-Class threats, and postulate a correlation. PHO would explode. Cauldron would be very, very confused. Eventually people would get used to living without the threat of death looming constantly overhead.

Cauldron tends not to stay very confused for very long very often. In this case, step one: start randomly grilling Lorica. Unless she wants to reveal that she can do stuff a Tinker 5 (or whatever she officially is) can't, Lorica can't easily get away from the lady in the suit. And of course once Cauldron knows, the Chief Director of the PRT might also know.

Actually, I'm not sure Lorica would be the person to start grilling. (All you have to do to avoid being questioned by Cauldron is be someone other than the single most efficient person for Cauldron to question, and the single most efficient person for Cauldron to question is probably somebody with nonzero knowledge of extradimensional happenings and less foreign magic at their disposal. The cast of Cape is going to be pretty large.)
But whether Cauldron starts grilling anybody at all depends on whether or not grilling somebody would facilitate their ultimate goal, and it might not. Their ultimate goal might be best facilitated by sending Lorica a politely worded note indicating that there is a problem left to solve. Or by approaching some other member of the Cape cast with this message - Tower (local Libby) springs to mind.
