My thought was a system where spells can be saved on scrolls or something, but if instead you get a tattoo you can activate the spell multiple times and obviously can’t be stolen.

Temporary tattoos would be good for a single spell, and permanent tattoos would be either infinite or multiple-use, I guess. But if it wasn't spells so much as, I dunno, elements or something? More abstract art, various patterns, like tribal war paint or henna designs, and certain patterns give control over various things in the physical environment.
Or they could summon things. Like, a police officer has a pair of handcuffs somewhere so they can call them whenever, weapon tattoos would probably be controlled, but of course that would only really work if you had people strip. Artists have to ink in the object you're sealing, but after you can put them back.

I have a guess about the arbitrary love potion requirement!

My guess is that it requires her to do one or more of the things she has been refraining from doing!
