Does anybody have an evil secret council template? The Organization doesn’t seem portable.

Actually, inspired by but disconnected from the other idea:

The Volturi seem relatively portable to other secret councils, especially to worlds with special talent magic. I don’t think competent-but-evil Watcher Council is the best place for them to be ported to, but could they be sent elsewhere?
