Fates get to pick their types? What can an ocean fate do with water? Can they freeze it?

It didn't look like the Vorkosigan brothers in Suranse picked their Fate types at all. That reminds me: Was it a coincidence that they both were Mountain/something, being taught by Mountain?

Fates do not get to pick their types. What they can do with water is basically 'be mini-Leviathan'.

Personality, mostly. There is also some randomness, but only if personality doesn't clearly prefer one type.
