And what does “tied to Arda” mean in the context of the sandboxes where people are considering leaving Arda (Loki, Aether, Promise, possibly others I’m not caught up on)?

(lintamande is in finals week but) My guess is that just means they fade, go to Mandos when dead, etc., not that they can't travel per se.

That's what I thought at first, but then people would say that they were tied to Aman. Unless you mean that no matter what they will eventually return to Arda when they die, even though they can reject the call of Mandos?

Song magic I actually decided that the songs have to be composed in Arda and thereafter work outside of it but you can't improvise elsewhere and lintamande was like "okay" so now that's how it works in our threads.

Sure it is. It is in orbit around the Sun once a Sun exists. It certainty has enough mass to assume hydrostatic equilibrium; it has been prevented from doing so for other reasons. And its orbit is clear.
Alternatively, it can be a cylinder planet, a category it shares with Suranse.
