Can implements be inherited in Pact? And would this require a passing-down ritual, or could you create an artifact-implement that did it spontaneously?
(I have ideas about an Arthur finding roughly-Excalibur and only understanding what he has significantly later.)

An implement belongs to one person. It doesn't evaporate when they die or anything, so the object can be inherited, but the implementness ordinarily can't be. I don't want to say never because there aren't a lot of hard "no"s in this magic system. I can't think of a situation where there'd be a lot of benefit to the ritual if there is one? You could just hand them the sword when the last wielder dies.
An artifact that spontaneously becomes an implement...not a lot of things are outright impossible in Pact. But this would be going against an entire magical tradition where the implement is an individual choice. It's unlikely that anyone would try to make that, unlikely they'd succeed, and the universe would try to sweep it under the rug if they did.
Also, swords make questionable implements. It's announcing I INTEND TO FIGHT THINGS FOR THE REST OF MY LIFE, which is a bit impolitic. (This is common knowledge, so Arthur might know it.)
Excalibur is probably already magic, though, and its scabbard definitely is. Arthur would have plenty of reason to pick it up and take it home without knowing it's the Excalibur, whether or not there are implement shenanigans going on.

I think the simplest kind of four-person box is the kind where two characters talk in Milliways, then one of them leaves and the third comes in, and so forth.

That one post-peal Butterfly and Unsong: *overthrows Hell with two tenners and a lot of casualties, because taking time for a better plan is completely unacceptable.*
