And why is Annie less worried about pushing it to Stalas than Spring is about convincing Prime? Is it Prime’s statement that he might actually consider touching the necklace, or is there more to it than that?

Spring had to worry about being manipulative, which scared her because it could be very subtle. Annie just has to worry about whether or not she will unilaterally take action on doing a horrible thing.

And Annie does not need to worry about attempting to manipulate Stalas because he has shown no desire to fall in unnatural love with her, has not ruled out falling in natural love, and neither of them know the upside so she can’t try to convince him with that?

Basically. Plus he's not holding out on her nearly as much as Prime was. Spring was basically constantly melting with neglect, poor thing. Annie does not have that problem.
