Oh, yeah, I saw that tumblr post when Alicorn posted it and thought it was nice but then was busy. And then Curious convinced me to read Effulgence in January and here I am.

...a sandbox that could happen: Milliways!Portalbold's part of Carp has an earthquake that changes the course of a local river and floods everything. She evacuates most or all of the tribe (and possibly more than one tribe, if that's somehow interesting) to Milliways, but every place she could put a portal to to get them back home is flooded now. She's pretty well off, in a Milliways context, but not enough that she can support her entire tribe by herself for much more than perhaps six months. (The fact that she's the only one up for even being in the main part of the bar doesn't help; not only are the rest of them unable to contribute to the tribe's upkeep, but she's also having to rent enough space and provide them with enough resources to keep busy so that they don't go completely stir-crazy.) Ideally she'd like to get them all back home, or at least to somewhere else in Carp with kobolds if the rest of the meetup group is too dead or scattered to function as one any more, but as time goes on she'll quickly get more open to trying to move them to a different world.
