While I doubt that a completely slytherin-empty year is possible, you totally should have a very low slytherin population.

Maybe people get the notion that "actual" Slytherins are in other houses and get suspicious?

Well, the idea is that her mother will totally let her attend the Aussie school if she asks; she was all set to go there before and still has an invite. So the hat can force her into Slytherin for like a week tops.
