I have it better described it somewhere but:

Guardianship is all about protecting a Thing, that varies from person to person and is sort of personality based. The Guardian needs to performs actions to the nature of protecting, nurturing, preserving, improving, etc. the Thing regularly and successfully. In exchange you can pick some magical powers, which also varies but follows these rules:
*Always Healing-or-Repairing the Thing as needed, good Guardians might get something to heal themselves.
*Always a form of elemental control, which doesn't always fit the theme of the Thing. ex: Temple's Guardianship is over Magic, but his element is water.
*Always some kind of magical sense relevant to detect the Thing and know it's status (if it is healthy, needing of repair, in danger of being stolen).
*Often a boost at skills that are relevant to the Thing.

Guardians can do that by delegating, giving a part of their magic to a person that will make a good Guardian of Thing. I'm unsure if they would be able to become completely powerless, at minimum they would keep their Guardian magical sense and the ability to take the magic back.

Is Momentum really perfect for Bells? It seems like how easy it is to lose power (not just in terms of not ever being able to take time off, but also the whole you-can't-leave-the-world thing) would make it flawed.

I feel like that's partly so they've got something to be smug about, really. If just anybody could do it it wouldn't be Bell-perfect. (The leaving-the-world thing I assume to just be for cruelty, which is a necessary feature of all things.)

Yes and yes. I mean, they'd like to be able to take slightly longer breaks, but it's a small price to pay; and the no leaving the world thing is in fact solely to be mean, and doesn't apply in e.g. her current sandbox.
