Dreamwidth does say that GIF icons are supported and that “Dreamwidth doesn't have any content restrictions on user icons”, but it also says that “cons can't be more than 100x100 pixels”. It does not mention animation either way.

I know a lot of people would very much dislike it, though.

I think it will only replace potential BBcode with actual formatting if there's a matching closing tag.
