I'm not sure if he counts quite as trapped/imprisoned for Jokers dreaming to Milliways purposes, and even if he did that can take a while to kick in (Beast waited ages).

It occurs to me that the existence of the peal opens up a whole lot more potential failure modes for as-yet-unpealed characters. In particular, as long as one templated character remains alive/encounterable in Milliways, there's nothing stopping the other characters from dying long before pealing (this happened offscreen for Pattern, of course). I was half-expecting something like this to happen in Narnia (e.g. for Winter to actually kill Eve and have her not get revived until after Jamie encounters the peal), but that seems less likely to happen now.

It did happen in Spirit.
You mentioned Pattern, but she was neither alive nor encounterable in Milliways. The Admin’s realm occasionally picks up other worlds at random; as long as there is no native afterlife, everybody (template or not) could die first. Even with a native afterlife, anybody can participate in a Milliways encounter whether or not they’re a template or would recognize one.

But the peal is relatively unlikely to pay attention to random people in Milliways that aren't known templates, so the only way a world with no currently living known template characters would be likely to peal would be if somebody who knew a dead template character noticed one of their alts and started the conversation.

They still talk to random people sometimes, and if somebody was reading a newspaper with the headline “Nuclear Explosion Claims Gotham” and a picture of Bane, they would intervene. Sure, it’s more likely if at least one person recognizes the other, but it’s not a requirement.
I doubt even a Sherlock could recognize Clarity Bell without some hint, although they probably could recognize Brightblaze or Silver Streak.

A Sherlock who was aware of the peal could probably get a strong hunch from the bell on her flank.
