Depends on how good it is. I could imagine a spontaneous kind that could add harmonic noise to their environments, or make small harmonic null regions.

At what point would the Queen notice Promise’s name change? I don’t think it would be as soon as it happened, but would she notice if she just saw Promise in passing? Would she need to actually need to notice Promise to some extent?

The Queen's kind magic basically supplies her with the name of any fairy under the circumstances a person could normally access a name they knew. Seeing the fairy, having them adequately distinguished using traits she's familiar with (not any unique identifier, but any indicator that she has had contact with - so not "the master of the largest court besides mine" but perhaps "that razorfoot, the one with the weird nose"). She doesn't know Promise exists in the first place and therefore has no way to think of her and receive her name. (However, she counts as knowing the name for purposes of whether Promise can harm her.)

But if she were to learn that Promise existed—perhaps by looking out of her chariot at just the right moment—would she automatically notice what an odd name she had?

In the sky the atmosphere is uniform enough that one could fly upwards forever (ignoring issues of being tired or hungry)? Can sorcery create mass and create floating islands? I am thinking vaguely in terms of making an floating island-continet and escape other faeries by living hundred of miles above the regular surface.

The weird name would be attention-getting. And the Queen would know better than to make her pronounce it.
The atmosphere gets thinner, but slowly. You can't fly up forever.
Sorcery does not create mass. There are naturally occurring flying islands, but that's not that much of an obstacle to visitors when everyone can fly.
