Only during the Encounter phase instead of an encounter, so you'd have to remain at the asylum for a turn (but that is a very good option).

Basically, if you remain where you are this turn, you'll be able to recover 1 Sanity, and if you wish spend $2 for another Sanity immediately.

I'd rather not spend two turns waiting and Michael needs all the Sanity he's got. Remain at Arkham Asylum and spend the $2.
