I watched some of 4400 right at the start. It's a TV show in which (IIRC) a bunch of previously missing people appear in the middle of a field with superpowers. The number of said people is 4400. I don't remember any other details except maybe it was vaguely grim and there was this one guy who tried to be the vigilante guardian of a park for some reason and it went poorly for him.

If you don't mind spoilers:

It turns out that the whole thing was set up by people in the future, as a way to engineer reality (there is a faction that works against them, neither side is good). The 4400 powers come from a substance called "promicin" or something like that. The substance eventually became ilegally avaiable and people started to take it (with a 50% mortality rate).

I think the last season ends with someone gaining the power of producing aiborne promicin causing the entire seatle to become a empowered zone.

I think that something similar could be used in effulgence, but the time travel is a problem (if the bells ever get their hands on them), but I think that could be fixed by using alternate earths instead of time travel.

Or just a secret project that grabs people and empowers them and stores them somewhere in stasis rather than using time travel shenanigans. XD And no, I don't mind spoilers.

Hmm, what about Unicorn Jelly? (This suggestion is more of a "this is a webcomic contains a neat setting but I don't actually have any suggestions on how known templates would fit into it, does anyone else?" than a "this story is extremely Bellable and here is how other templates could fit too")

Ah, okay. The way physics and magic work in that universe seemed like it might be up your alley, but I could see how other aspects of the story could be less appealing.

I did like the author's FiO fanfic "Caelum est Conterrens" but have never loved any of her webcomics.

It just occurred to me that I'd never said anything further on Errant Story, so I may as well while folks are discussing webcomics: It starts off silly, and runs a few fantasy-trope-humor scenes near the beginning. If you make it to volume 2, you're probably good for the rest of the story, though it does continue improving throughout. IMO, it's well worth getting to the end.

Well, I'm not sure what I think of Unicorn Jelly but I appear to be reading it anyway. I don't think I'd go for the setting, though.

edit: I have now read Unicorn Jelly. Man, that was weird.

Weird is definitely a thing Unicorn Jelly is, yes.

ETA: Also whoa I did not realize that Jennifer Diane Reitz and Chatoyance were the same person.
