Rules note from a kibitzer: Technically, there is no discard pile for items, they go right back onto the bottom of the deck. This mostly doesn't matter unless you are using the Drifter from the Dunwich expansion, but it does mean that the sooner something is used the sooner you can, in theory, see it again.

"Ashcan" Pete is from core, actually.

I say 'discard pile' because that's how Vassal handles it currently, but yes, you are correct - the discards are never shuffled, just turned over.
