Mother Starlight is the administrator god of the Many Worlds Forum. I'm not familiar with the Songs, so I'm not sure why Hell in particular.

Hells nature is universal love and acceptance. Some quotes from the 3rd edition book:

The first work of Hell is to honor and bear witness to the things that would otherwise be entirely unloved.

They love the evil things, maybe, best of all, because it’s evil that needs Hell most. If you want to know how the Devils have gone so horribly wrong, it may be that; that, as much as the corruption and their own suffering; that they spend all of their time in the company of the worst of us, and so they’ve come to exemplify that awfulness themselves. That's why. Hell means accepting and including everyone. Mother Starlight is warm and soft and cuddly, and she wants to reach everyone, connect everyone, bring everyone together. In Erfworld she'd be a Hippiemancer.

I am slightly disappointed the next comment wasn’t

Ari grins and gestures at a sign. "Well, they have chocolate and vanilla..."

The sign begins le chocolat , la vanille

Because they can read many of the flavors available and do not need translation help, and I can see Ari joking around with that. There are other flavors they couldn’t read, but messing with them by starting with the ones they could read would totally be something Ari would do.
