Everything about the vampire’s plague is described in chapter 37 of Blood; search for “blood plague”. The method of infection is not specified.

Yes, Elcenia contains germs. They have not, like, bothered to notice this, because lights.

Were lights for some reason unable to help with the blood plague, or were they just not able to keep it contained? If they could cure the disease, I expect much more than 1.5% of Red Line progenitors were lights.

I don't actually have a patch for that. Optionally, lights didn't work on it, or not well enough, or the blood plague interacted badly with some other extremely common-in-lights diseases of the time, but I don't have to settle on an explanation right now.

Have you decided whether Elcenian magic alone (with arbitrary advances in magical theory and technology) is sufficient for curing shrens? It clearly isn’t possible at their current knowledge, but could some complex combination of 20th-millenium wizardry, 20th-millenium witchcraft, and lightcraft cure shrens?
Is there a reason dragons and wolves can’t be lights or sorcerers, and those and merfolk can’t be mages? Can wolf riders be any of those things?
