No, Draconic is a magical language with magical properties. A lot of mundane languages still have surprising similarities, though.
I didn’t realize until some of the sandboxen that “can speak and understand Draconic” meant “can speak and understand any language”. I thought that dragonishes could speak and understand any language, and as a special case they could speak and understand Draconic. Apparently it’s the other way around: they can speak Draconic, and therefore also Leraal, English, Martisen, etc.

I wouldn't say it's canon that "can speak and understand Draconic" comes with "can speak and understand any language". It's convenient for sandboxen so I didn't correct kappa, and the latter is usually the way you get the former.

I think my interpretation was that they are conventionally, but not necessarily inseparably, bundled.

I interpreted it is a side effect of learning Draconic. After all, Draconic should have words for "the concept of X in the Y language," and the best word for that is probably going to just be "the word for X in Y". So as a side effect of knowing a Draconic, you naturally have the ability to use any other language you choose.
