Do you have a clearer idea where the use/mention distinction for oaths is? I think it’s safe to say, “The Feanorians swore the following oath: ‘Be he friend or foe...’.”. I don’t know if it’s safe to respond “‘I do solemnly swear to faithfully execute the office of President of the United States’” without preamble but in direct answer to a question about US law. I doubt it’s safe to say “‘I swear to do what you say for the next five minutes’?!” in a slightly incredulous tone when asked to swear a foolish oath, especially if you think there’s any chance they’ll take it as an oath instead of a quotation.
Although I only doubt this last one, not fully believe it is false; it seems like one of the most plausible explanations for Beka’s behavior.
