At least one, and depending on who you ask they need to be named characters.
The important part is not that any given movie fails (any given movie might have any number of valid excuses; if you’re making a film about WWII fighting and you want some historical accuracy you probably won’t have that many women), but that such a large percentage of “all media” fails.
If Quilt’s Kithabel and Milan’s Kithabel were to talk to each other, they would have several topics to cover. If they were only to talk about their respective relationships (and not their different momenta, or their different experiences with other worlds, or anything like that), that scene would not pass the Bechdel test. This thread, however, did,
on the first page, or
the second page if @holiestblood does not count as female.

As always tell me if my obvious reasons are less obvious outside my head, but in this case I really doubt it.
Also, I don’t think anybody had developed a method for extracting digits of pi from anywhere yet (even in binary, which I think was the first one developed), but I can believe some mathematical details develop differently in this world.

When's the sandbox set? There's this formula:

It's probably the formula they're talking about? It says it was "discovered in 1995 by Simon Plouffe", but I'm not quite sure when the sandbox is set, so maybe it
hadn't been developed by that time... It'd make sense that this would be a reason not to use e.g. "the 1,000,000th digit of pi" or something, as far as I can tell, you know, provided the sandbox
is set after 1995.

That formula works in hexadecimal (or binary or any power-of-two base). The earliest thing I found for decimal was from 2003, but I didn’t check very hard. In any case, I thought that was discovered after 1995.
That was probably discovered by the time the sandbox took place, but perhaps not widely known. In any case, knowing about that is good evidence that a similar formula probably exists for decimal even if that is not known, which makes the pi thing a bad test.
