Not necessarily, but I think Jane would have brought it to the peal’s attention. There are Janepoints in all Downside-connected worlds.

I'd rather live on Gift, by a long shot. Especially since the worst of the Empire's slavery hasn't really come up in either sandbox.
He is in fact actively restricting technology. Canonically this is because guns beat Mistborn under most circumstances and technology makes things harder for him to control. Same for a lot of potential social reforms. Now that he can control everyone directly, he could let things get better. It wouldn't be impossible to convince him, but he doesn't see much reason to. Either it's permanent effects from having been Preservation or the admin is contagious.
It's not strictly forever like the daeva or the admin can do. If nothing else, his universe does still have entropy. But Tab would have beaten Chelsa eventually even without the peal, and nobody in-universe has any chance to fix the Empire. (Note: If anyone wants to drop some out-of-universe interference on any continuity of the Lord Ruler, let me know. I'd probably have to wait a week until I have more time but am all in favor of this.)
Eventually the world will end when, one millennium or another, the Lord Ruler picks up the power at one of the pools and holds on to it too long to set it down. Then it heavily influences his mind and he either destroys the world or puts it in permanent stasis depending on which pool he used.
