It is in fact very good! It has a functioning, if unpleasant, society and generally consistent magic system. And the characters are a lot of fun, in their various ways of being generally unpleasant people.*

*And it has a footnote system which must be seen** to be believed.

Star Wars: I don't really like Star Wars. I acknowledge it as a cultural touchstone and accordingly have seen each movie once, but I wouldn't want to live there.

Well, they're not all as Gratuitously Unpleasant as with some stories. They're just not unusually nice people, due to either having been raised in a society that oppresses them, being raised to oppress others, or being ancient demons under constant threat of torture, respectively. They do good and bad things to each other.

Sorry, I'm used to stressing the unpleasantness of characters because that's what tends to draw me to a setting...

This may seem sort of out there but did anyone else here read Saberhagen's Books of Swords? Magical swords with absolute conceptual effects seem like to sort of thing a Bell would want a piece of (or not, in some of the more horrible cases). There is also other magic bouncing around I think, but my memories of it are pretty foggy. The worldbuilding had some interesting aspects in general if I remember correctly, and there is probably a certain amount of fun mileage to be had from simply bouncing the Swords off each other and possibly having them interact with other magical things.

I've seen a big chunk of the Naruto anime but quit a little ways into Shippuden (pre-Pain arc, which I know a little bit about from hearsay/fanfic). I'm not categorically opposed, but I don't think kappa's seen it and it'd be a big investment since it's so long. I also don't think I can arrange a ninja Bell: there's nothing in-setting that cures clumsiness.

Never read the Saberhagen books.

This might be fanon, but you could probably use chakra as a cure for clumsiness. Bell using it to be more aware of her limbs and then using it to make them stronger and ninja-like.

What about the Chrestomanci books? I don't remember them terribly well, but I remember enjoying them and that they had some themes that might render them Bellable. Is anyone else here familiar enough with the series to have opinions on the Related Worlds as an Effulgence-style worldsheaf, how a Bell would do with being a Chrestomanci, or how other templates might fit in? As I recall, the Related Worlds vary enough and the settings of the books are all Vaguely English enough that pretty much any Earthlike world could end up being a Chrestomanci world without much tweaking, so lacking any memory of the life and times of Cat or Christopher (or any other Chrestomani), it's hard to say what a Chrestomanci!Bell's story would be like.

Isn't Howl's Moving Castle world apart of the same Related Worlds, if thats the term, as Chrestomanci?

From what a remember from those books, they are very Bellable!
