Attractors are sort of the space carved out for a personality, and a personality is what you plunk down if you have made a space for it. Truth magic is an Elspeth attractor, but it's optional if there is no room to carve it out, and openness and honesty is and Elspeth personality trait - it will be anywhere she is unless something happens to her (causally) to prevent/ruin/subvert it.
Let's use Cayra as an example. She's going to be an extrovert Bell. This works because introversion isn't really an attractor, it's a personality trait, and there is a reason she is going to stop having it. I wouldn't make a Bell who was just born extroverted for no reason. But I can make a Bell who is just gay for no reason, because being straight most of the time is only an attractor, not a personality trait.

Do Templates are always born in the same order? Also, do different spouses make a difference?

I think most sets of sibling templates are always or almost always born in the same order, but there are some where order doesn't matter as much.
Unrelated templates sometimes have relative age attractors (Jokers are usually older than corresponding Bells), but they're usually not rock-solid (Jade, Joy).

I think Kappa's Sherlock would be able to learn the language of other people's familiars, or at least Tony's, through exposure, even though other people don't seem to.

He totally would be able to *see* other people's spirit animals, because Sherlock, they is better than magic.

Metacasually speaking, Bells from Earth-typical worlds with the standard *need* to be white? or that is optional? or it can only happen for a *plot* reason (like something similar to Amariah)?

I'm planning to do non-white Earth Bells! I have different attractor variant sets in mind for them. Sierra is the only one of these who's made it as far as Roll Call, though. Earthling Bells may be standard-backstory Kristen Stewarts, or they may be British and PB Sonequa Martin-Green, or they may be Canadian and PB Jung Ryeo Won, and I suppose Australian ones could be Karen David but I have no imminent plans for that, and the same would apply if I found boy PBs for any of those races.
In general white Bells are going to be more common because it's so much easier to find pictures of Kristen Stewart than any other Bell PB and Daniel Sharman is a definite second. But I have two loosely-planned Canadians, and the Hogwarts attending Bell will be black.

I wasn't actually demanding or anything, just curious to see if we could have a non-white Bell walking around Forks or something.
Choosing Dylan O'brien was influenced by the pictures avaiable?

Nonwhite Bell unlikely to walk around Forks, Washington. Asian Bell likely to walk around Grand Forks, British Columbia, and black Bell likely to walk around Fordwich, Kent.
Dylan O'Brien looks like Christie Burke (who was chosen first) to me, but it's also nice that there are lots of pictures of him.
