IT IS.
Also it turns out I have a mutant phone jack with two extra sets of wires, he's trying to figure out which ones are the working ones, it's very exciting. And by exciting I mean frustrating. For him.

So close
And yet
So far. D:
It's the building wiring. There's nothing the ISP can do until that's fixed.

Or not?
There was one last thing for him to check, and he checked it, and he got a weird result. I have no idea what's going on now, but he's downstairs messing with the switchboard again, so maybe there's hope?

Tech: est non. Internet: est non.
He fixed like four different problems but my wiring is apparently made of hope and electrical tape and needs to be replaced. So I get to go talk to the office about that in the morning and see how they feel about sending in an electrician or whatever.
Or just get a wireless hotspot or something, that's looking like a more and more attractive solution here.

If you want assistance supplying more of the ISP's ass for you to kick, I will be happy to help.
Or, you know, something more actually helpful (but less satisfying probably).

The ISP's ass is safe for now. Thanks though <3
I could actually use a good lead on wireless hotspot quality and prices, so I know how hard I want to push on getting the wiring fixed, but I can look into that myself tomorrow morning.

My mom got a hotspot when traveling from I think MiFi? No idea how reasonable they are against library wifi (the bar for "reasonable vs international rates and/or getting lost in Iceland with no phone" is... Low.),

Library internet isn't an option in the long run even slightly. The viable options here are get the wiring fixed and stay with my current ISP; switch to an ISP that goes via cable rather than phone, which I've used before and don't like; or get a hotspot, which might actually be the cheapest option if I can drop my current (pay as I go, so easy to drop) phone plan and just do that for home and on-the-go, but I'll want decent speed and also a data limit I'm not going to run into.
