They are collectively called Stevens because that's the standard name. No two of the Stevens who have appeared onscreen yet have the same name, but e.g. "Etienne" is just the French version of "Steven", and any future Stevens who appear on more or less standard Earths will also be named Steven.
Out-of-character, it has to do with the template's origin being related to a character named Steven from a series of Alice Cooper concept albums.
I think I don't like how "a whisper of Stevens" or similar connects them strongly to Voice. Even though it fits very well. They collectively prefer not to be defined by their bad-outcome instances.
