In canon the official response is to help enforce the quarantine of the island.

EDIT: They can’t rescue Batman, and believe he’s dead anyway, but they could at least try to put him on the brainphone.

Wait, what? Why dead?

Anyway, the canon response didn't involve the existence of magic. And contacting *anyone* with resources sounds like a good idea.

They think he’s dead because of how he vanished. He isn’t, but they don’t know that. And they won’t, until either he escapes from the prison or they try to add him to the brainphone network.

The canon response was not helpful. I’m not sure it would get more helpful by telling the officials that there is magic in Gotham.

that's actually a point --

would Cindy *BELIEVE* Batman is dead? and Penn *has* met Batman. so he very well might try and get Penn to brainphone Bats.

but other than Bats, aid from outside Gotham [that is not also outside the WORLD] isn't going to happen [or at least was shown to be ineffective in the movie].

which goes back to sweeping Gotham for other possible 'Friends of Mommy', infiltration, getting the cops out sneakily, and possible BSI for info-gathering that isn't through infiltration. to *start*

still wondering about Catwoman?

Cindy reserves judgment on whether Batman is dead but accepts that Batman is not present. Given how well their last conversation went, he's not keen on trying to bring him into the loop via brainphone. And no amount of brainphoning is going to get Batman out of that hole in the ground.

Really, I think what I need is to have any idea how the formation of the rebel groups in the movie actually went. They pretty much elided over that completely. I can do some eliding too, but I need to know somewhat more about it in order to figure out how having Cindy and Elle on board changes things.

So I have mostly-but-not-totally reliable information that tie-in materials do not expand upon Bane's group, he was Ra's al Ghul's daughter's minion and that was all, but his group is supposed to be a parallel to the League of Assassins or some such? There's more info on the DC Wikia: Ra's al Ghul and League of Assassins.
