Shard and Chelsea.
Better yet, Shard and Chelsea’s Cousin, but I don’t think the latter has been developed at all. Is there a Chelsea with negative-relationship manipulation?

Some Chelseas have broad enough powers to do both, but any who only do one or the other do positive relationships.

Then my suggestion is Shard and one of the versatile Chelseas. Although if the Chelsea had reason to cause people to love Shard without being able to do anything about the hate, that might also be interesting…

(I am somewhat tempted to suggest putting a Chelsea and a Maitimo in a thread, but that probably involves having a Chelsea and a Sauron in the same world and uh.)

tbh having a Chelsea and a Sauron in a thread sounds like such a trainwreck and for that reason I am so keen to see it happen
