Probably not very much. It's not so much Photoshop in particular (free image editing programs totally exist) as, like, my 30-inch monitor and my Wacom Bamboo.

Aha (my next suggestion would have indeed been free software). Unfortunately I cannot as easily supply a 30" monitor or tablet.
Does this mean we should look for potential Jokers who come pre-icon'd? (And does "here I just made you this pile of icons" count?)

I wish I could make icons. Is it difficult?
I'd probably try my hand at iconing Elliot Knights face in Sinbad, coz there needs to be moar icons of that faaace.

I believe that given high quality screen caps, it's simply a matter of cropping an acceptable 100x100 range. In the absence of high quality screen caps you have to find or make them, which is probably more work and I haven't a clue how to do other than "find a movie and screenshot it I guess maybe?" xD

I find icon-making pretty easy. It takes only a few seconds to do one. I open up large batches of source images in Preview and then I hold shift and drag squares around whatever I want to be in the icon, then I crop. When I have done this to all of them, I select all and batch resize, done unless something needs color correction. Kappa prefers more sophisticated iconing processes but will use my icons sometimes. Sadly I find it pretty tedious and mostly only do it when I need it for my own accounts (in which case I can hold it down to fifteen per, tops) or when I really want something to happen for which kappa having icons is the only prerequisite remaining.

Making icons is variably difficult, depending on like, how much you care about picture quality. I care about picture quality. And I'm inclined to fuss hugely about my icon selection, so I need a base pool of like ~50 icons minimum to get a set of 15 I'm happy with. But demonstrably, handing me a bunch of icons with their original source images suffices to get me poking through the selection and making endless new versions of the icons I want until I have a set I like. And Alicorn just offered to let me borrow her Wacom.

This is good to know because cropping a whole bunch of images down to iconish squares seems like exactly the sort of task I could happily spend a few hours doing.
:D for Alicorn lending her Wacom! Does tablet + supply of source images = sufficient for you to start iconing? Or should I continue to be motivated to crop things down to iconish squares (in the hopes that a sufficient base pool will suffice to get you started)?

Usually I'm pretty good at finding already made icons for my purposes, but Ellllliot Knnight.
And also Jessica Parker Kennedy.
I only have pretty low quality episodes of Sinbad (such a bad, but pretty show), hopefully I can find a better format. But for JPK, I have mkv versions of Black Sails. I'll start with them.
