Yeah, I finally got to the relevant part of “were such her silver will”, where you describe it in more than one word.

And based on that, I imagine the answer would be that if they try hard enough and believe in themselves enough, an outworlder could do it like last time (adjusting the difficulty level for competence, etc), and it would have roughly the same effect (power transfer, control-of-relevant-monarch transfer, but the other monarch would be fine). I get that the competence difference etc is substantial and backed by the meta-causality of it probably not being where you’d want to go with such a story.

Also she vets outworlders pretty thoroughly and if one looked like they were going to try to assassinate a monarch they would find themselves suddenly becoming dead.

Well, yeah, I just assumed that as part of “competence”. Unless you mean she can find out about them even if they don’t come to meet her when asked, and nobody reports the outworlder to her, but that would very rarely come up.

Yes. The Moon Queen sees what the moon sees, the Sun King sees what the sun sees, and by now she's pretty good at spotting unexpected variations in the pattern.
