The one on the left on the first picture is one of my favourites. The not!skirt is really stylish imo.

Good! Fun is a good thing to have. I do believe Caprice will be having a lot of fun, not just because dresses! but also because of what they imply...
Poor Gem may be out of luck though. I see the world will have a Chainsaw...maybe Homura!Bell will be doing Groundhog Day(month?) in attempt to kill Caprice before she inevitably razes the world. xD
