This is obviously a nepotistic abuse of the fluff bureaucracy!
But it allows the existence of "kettlespouts" so I make no objections. :)
Have you given any thought on the inter-species relationships? Like, are luminants and tenebrants enemies at all?

What happens if someone past the final age is turned into a skykin? Like an adult becoming a starspeaker or an elder becoming a moonsinger.

In general, cultural divides run on geographic rather than species lines. There might be some parts of the world where local Luminants and local Tenebrants don't like each other, but there are other parts of the world where they like each other fine but both get grumpy about the local sky-kin, and other parts of the world where species doesn't even factor into it and the only thing that matters is whether you were born in this one mountain village or that other mountain village (or, gasp!, neither), and yet more parts of the world where there aren't any local conflicts like that at all.
More thoughts on geography and politics may be forthcoming, because the Piotr template is trying to convince me to give him the most minmaxed genetic history possible, and I'm probably going to let him. Also, I'm not totally convinced the geography in question will be planetary.
Re: late-turned sky-kin: I've been thinking about that! I made a chart, but I'm not completely satisfied with it. The current tentative paradigm is that you can't turn someone into a sky-kin when they're past that type of sky-kin's final phase. Elders can only be turned into Sunwalkers, Adults into Sunwalkers or Moonsingers.

Is there anything special about being a four-way elemental?
The world doesn't have Earth's geography? or suspiciously similar substitutes?

Are there consequences to attempting to turn someone into something they can't be? Will they die, or get sick, or do they just happen to have an immunity to whatever provokes the change...?

Are there restrictions on some pairings, like Luminant and Tenebrant, since they seem to potentially be opposites?
Do you have any idea of what types of magic are learnable? Do the affinities (e.g. Luminants and mind-magic) have any affect on how well they can do specific branches (or is the learnable magic not even that much, so it's not evident)?
Horrible question, but if you trapped someone in a box specific to their size, probably a Toddler, just before their birthday, what happens when they age up (and go from about 3 years old to 6 years old, I assume with the height change too)? Does they box break with the sudden height change, do they just not age up, do they just not get taller, or do they die because their neck was snapped or something when they attempted to grow (and we're assuming the box can stand up to certain stresses)? I mean, I'd hope this wouldn't happen or anything, but... I'm kinda curious about how it'd work.
Sorry for all the questions; I'm really interested in this setting! It seems cool.

Does change of species changes your personality?
Is there are special synergies that come with have multiple innate magics? Besides clever using things like mirages' and sylphs' powers to create visual and audio ilusions?

Less horrible version of the question: birthday party adventure outdoors or something; fell down and got stuck in a small space.
Well, that's a little less reasonable for Toddler than older transitions, but I think the general idea works.

Yeah, assumedly clothes would change size when you age up, too? Could this be slightly abuseable to generate more of something, by shaping it into clothes, putting it on a Toddler, then having a larger result?
Or do they all just break their clothes when they age up? That'd be awkward, but if it happens exactly X years after you were born, or at exactly noon on the day X years after you were born, etc., you'd probably be able to time it well and not have a wardrobe malfunction.
