Any bold interaction with voting (lynch so and so, no lynch, abstain) counts as a vote. Only players who totally decline to register an opinion or lack thereof are eligible for having their vote seized by the RNG.

I think the question might've been, what are the RNG's possible targets? (List of people) + No Lynch? (List of people) + No Lynch + Abstain? Just (List of people)?

Oh. My understanding is that it only lands on people but it was Nemo's idea so I'm not positive.

Any one of those lists works for both purposes of the rule, so if people have a preference between them then arguing is welcome.
No Lynch should be included, since that might end up being one of the candidates. Abstention...I don't think it would gain anything, so I'm leaning toward no.
