I read Strong Female Protagonist, but so far it's mostly a character study, nothing about the setting makes me put on my stealin' hat.
I have never heard of the Wild Cards series. It sounds potentially interesting.

I never read Wild Card, but it sounds like you could simple steal the super-virus aspect.
I think that the original story starts somewhere in the 1930's or 40's, but depending on the fidelity level, it could be placed in 2010's or something.

The first Wild Cards book (it's a "mosaic novel" like most of the series, meaning interconnected short stories) starts just after world war two and ends in the mid-80s. (Specifically 1986, I believe; that's the year the book was published.) The rest of the series starts where that left off, and are written in more or less real time; the 21st book came out in 2011 and was set in 2010-2011. I'm a big fan; I couldn't get into Worm because Wild Cards makes it look bad.

Preliminary investigation concludes that "readily" might be a strong word, but there is
a torrent, and there are several seeders for it. Incidentally, I found
this article about the series, which is somewhat critical but accurate.

Since you're already doing a PMMM thread, I'm wondering if you've read or heard of the fanfiction story To The Stars by Hieronym?
Unfortunately the author usually only updates about bi-monthly and his writing isn't always great, but the worldbuilding on that story is so good most who read it are spoiled for other PMMM continuation stories.
It's very sci-fi, does great things with the canon characters and features truly awesome battles (infantry/mechanized/space). And lest I forget to mention, the MSY (Mahou Shoujo Youkai
oh yes!), the Unification Wars and the whole world history from the end of PMMM to the the present is
ughhh so great, it could spawn multiple great books on its own.
The story is incomplete, but it would be very cool if you ever consider supplanting some events and drop a Bell in that delicious universe. Madoka would be the BEE I guess! :D
If the first chapters bore you, I suggest skipping to chapter four; the first few chapters do a lot of build-up.

I liked the beginning of To the Stars very much, but it got heavier and heavier on the rain-of-technobabble military sci-fi as time wore on and I lost interest. I might try it again at some point, perhaps when it finishes.

Oh, so you've read it. :)
Volume two has considerably more action and plot development. I'll agree Hieronym does indeed enjoy his technobabble though.
I actually proofread some chapters for him; the feedback and editing process was very interesting, what with the technobabble, his sometimes quirky writing and the usual typos all in some huge chapters. :)

Why didn't you like the book?
I had a few ideas for a Original Setting, but nothing to concrete to suggest yet. Mostly it came to me as a sort of combination of Wildcard and Samaria Series
