Well yes, it's well wishes for the entire day at any point, but it's still early to declare it done at midnight EU time or later when I haven't even hit the day yet XD

EDIT: Although actually I think what matters is the timezone you were born in, not the one you happen to be in right now.

Well that's up to adjusting/whatnot on the person, should the two be different. I was born in EST, and am in EST right now.
