Did pre-industrial Amentan societies have population control, or are they just assuming that whoever they get robots from would enforce controls even though the apparent population density is rather low?

I get that robots be longer need secrecy, but was the infrastructure for that already torn down? Or is it insufficient because it was trying to protect different things (who was doing the research and how far along it was, not the subject of that research)?
