the as-yet-unseen epic!Lurker would/will be trying to get her entire species out, since staying would predictably mean the end of them - but your standard Lurker has enough of a tie to her tribe to keep her with them unless something catastrophic happens, and also you don't have to give her access to other worlds at all in order to get her to do her thing, she'll just be slower about it without the extra resources.

The thread was Announced as In Which A Bell Is The Second Coming Of Christ, and it’s close to the optimal year for installation which I guess to be 1987. I read the situation as just there being too much suffering in the world (the whole theodicy problem which this sandbox seems to solve by getting rid of “omnipotent”), which a Bell would want to replace with systems which “actually work”. I would guess there wouldn’t actually be much magic available in the mortal world(s), but then again the reviews are presumably pretty clear on Bells needing some comparative advantage, preferably magical, in order to perform optimally. In any case this sandbox looks like it will be interesting.
Or did you mean a hypothetical BEE which would reject Bells for potentially abandoning the world, instead of the specific BEE in that thread?
If the optimal installation year is 1987 for Bellish reasons, instead of something for worldish reasons, I’m curious what makes it “optimal” from the BEE standpoint.

Bells also can work without access to other worlds, but not all BEEs can deprive people of such access and sometimes Milliways or another peal will find stranded Bells anyway.

The BEE whom I am advising to try a Miles after their Bell deserts them is the BEE whose Bell actually did in fact desert them, and who subsequently complained about it on the breakroom bulletin board.

Hmmm, Bells abandoning their worlds. A lot of them came close to it, but I can only think of one who (deliberately) actually did and then never came back. I just skimmed the list of Alicorn sandboxen to make sure and didn’t find another. Spring comes back after no time at all passes. Only the Shell Bell who met Edarial actually runs away permanently.
What would you recommend to a BEE of Panem who wanted things fixed and already ad a runaway Shell Bell? I think that somebody who could become President of Panem or 13 would be in a relatively good position to do something, but I don’t know canon that well.

Depends.
If there's already a Tony and a Sherlock, I'd tell them to add a Libby and a Joker.
If there's nobody, I'd tell them to try an entire set of Vorkosigan triplets and a Libby.

That sounds too cruel to President Snow, the guy that allows the gladitorial combat of teenagers every year.
