Star candies had that effect because Terrarian weapon-using magic is a dragonbondable form of magic. Previously Edie hadn't had any kind of magic at all; once she had a kind of magic that that allowed bonding, gazing at a compatible dragon had the obvious effect.

I was imagining that the Elcenian dragon would be the Bonded, not the dragon. Or is there some additional requirement on the non-dragon party to a Dragonbond that Elcenian dragons don't meet?

Bonded have to have a form of magic that runs on a substance and would straightforwardly benefit from that substance being unlimited. Mana or something. Dragons have dragon magic, but would not (in the standard case) straightforwardly benefit from that substance being unlimited in a sufficiently direct way. (Shrens and very old dragons would, but they're edge cases that don't sufficiently bear on the question of Whether This Is A Dragonbondable System.)

The response of my inner representative of Dragonbonds to this situation is hilarious. It so badly wants to find some way of applying Dragonbonds to this case of magical scarcity, because alleviating magical scarcity is what it is for, but we can't figure out a way for it to do that that isn't some degree of a stretch, so it's just helplessly giving me puppy eyes and going "if I am very good and eat my vegetables will you please let me create infinite dragon magic somehow?" XDDD

Does CC not count because it’s not a substance? Does the actual channeled magic from the reservoir not count because it's not in the person or because it’s functionally infinite?

I expect ialdaic magic would be Bondable, but how? Would it give effectively infinite handling, or storage, or what? I imagine the dragon would have infinite magic stored and the Bonded would have infinite handling and the ability to use their dragon’s magic at any distance, with generation, entanglement, and perception unaffected; is that reasonable?

An Elcenian vampire would not get infinite lifespan because the lifespan is not a substance, right? I don’t think any other Elcenian magic would at all qualify as running on a substance there could reasonably be more of.

Lifeforce counts. I would be disinclined to count CC because, as you say, it's not a substance, and the substance involved is already functionally infinite. A vampire's lifespan is not only not a substance, it is not correctly a magic.

When Kappa and I were discussing potentially bondable acquireable magics I don't remember the details from our discussion of ialdae but I know generation goes way up--there's a possibility that a dragonbonded ialder just trails so much magic around them that any universe they enter catches it immediately.
