The forum is continuously open to newcomers. (Officially, whenever I'm offline, Mother Starlight is distracted trying to connect to more worlds.)

hum... is there any room for someone that can receive messages from beyond the fourth wall? I have an idea in mind...

I'm not sure I understand the question? Normally the fourth wall stays solid. Sometimes characters find things out that require OOC knowledge, and there is a backstage that is hidden behind the fourth wall, but the forum itself is in-character-only. And if a character is finding things out about other characters or their worlds, it is polite to ask the authors of those characters and worlds permission first, and to collaborate.

Man I wish I hadn't hopped off the Many Worlds Forum before I could participate in the party thread. It looks fun.
