Would Chi's place on the "stableness of relationships" spectrum be lower post-Spider?
Also, how does a relationship between two Bells stack up in terms of stability against a relationship between a Bell and an Edward where both are at the same level of magical enforcement (none, vampirism and Necklace being known levels of magical enforcement)? Bells' "I am super attached to my partner once I pick them" vs. Edwards' "my sole purpose in life is to be a Bell's romantic person-accessory"

Probably, but I can't find that spectrum and don't recall who I'd be dropping her below if she slipped.
Bell/Edward is very stable as a romantic relationship. I feel like a Bell/Bell relationship is more stable as a partnership - they are less likely, if only marginally, to go their separate ways entirely* - but a Bell/Edward arrangement is less likely to collapse into a dubiously-romantic hivemind arrangement. (This isn't a likely failure mode for Bell/Bell but it could happen whereas Edwards are romantic enough to compensate for Bellish businesslike tendencies.)
*Bell/Bell might split up if they had tasks to complete that both called for Bells and could not be accomplished from the same location. Edwards would be less useful to send off to do a task like that, so are not susceptible to this circumstance. Apart from this scenario, though, the rule holds.

Willingness of a Bell to take an action (leaving aside the actual ethics of the action) that would lead her native culture to classify her as a supervillain (or equivalent) (pre-pealing). (Most to least provocation-slash-likelihood-of-not-getting-caught).

A lot of people want supervillains to fail. A lot of people times a little momentum per person is still a lot of momentum.

I think if people dislike her she becomes less powerful because everyone else wants her to be weaker. But I'm only guessing.

I remember something to that effect being a thing on momentum. Part of the immortality plan for there was also having everyone eventually consider it normal.
