For a free option (which I have similarly not tested), Vassal has a Playing Cards module.

Vassal is not really designed for card games, mind you, but rather for wargames (and other board games secondarily), but it's a convenient enough networked digital object simulator.

Yeah, I hadn't thought in too much detail about the logistics. I jumped straight from 'Nomic!' to 'Nomic eats all free time and mindspace' to 'Mao is a limited Nomic for less eating!' and forgot to consider practicality.
