I was thinking that Sue could communicate with the Neuroi, but unlike the Pealed Bells might not be able to get them to actually stop.

He might not be able to make them stop, but he might be able to convince them to stop...

Neuroi might start ferrying humans around the galaxy if sufficiently convinced. But they are not likely to stop being Vaguely Threatening in the direction of humans and would likely start wars on planets they perceive as stagnating.

Well, you could put Pen in some Equestria or another, for pegasi.

But how would you get Nyan cats with your pegasi? There is no precedent for that at all, especially not in section 61.2 of any giant crossover timeloop fic.
