To what extent are Wards and Protectorate heroes allowed to spend their budget on staff? Is this something you could just do?

I'd expect there's a vetoing process for an unpowered to work with capes and go about HQ and the Protectorate might not allow Wards to get the power to do that.

I think Glam should investigate the possibility of working with Uber and Leet. They're pros at getting disproportionately high publicity per lethality. And if Glam doesn't want to join in their minor villainy, they'd probably also appreciate a hero who was willing to fight in-theme.

I don't remember if we actually mentioned it, but it's currently 2004, Uber and Leet probably do not exist yet.

Many capes don't have canonical ages attached to them, we're trying to keep it more-or-less reasonable. For example, Panacea and Glory Girl are just children, Triumph hasn't even gotten his powers yet, Miss Militia is 24 and Armsmaster is 21, Richter is still alive, Sphere is not yet Mannequin, etc

Ah, okay. So instead Glam would have to have the idea to become Uber and Leet. Oh well.
